Planned program & services


The Collection Development Section , Cataloging Section , and Recruitment Section outline specific plans and strategies that will engage the library community in enhancing the libraries' public relations and programming. Addressed in this section is an overarching view of the plan and the Ten-year Engagement Timeline.

Overall, the library seeks to develop its understanding of the Cuban-American, and also Latino, population in order to provide outstanding service to all library patrons. Engaging and serving this population demand that the library make internal changes as well as market to the public its external changes. These tremendous changes are funded by government/state grants and guided by a ten-year, assessment-based timeline. The grant is based on need to develop multicultural resources and encompasses every aspect from technological to community outreach.

Internally, the library will hire a bilingual librarian (see Recruitment Section) that will develop the library collection and library services. All of the Bilingual Librarian's jobs and responsibilities are outlined in the Recruitment Section. The librarian will also develop a bilingual library committee.

The committee will be consist of the bilingual librarian, the library director, the technical services librarian, the young readers librarian, two community members, and a member of the city government. This group represents a cross section of the population and represents established stakeholders in the community. Each stakeholder will bring his/her unique perspective to the committee. These committee members will also highlight the perspectives of other community members who do not serve on the committee.

The committee will initially address the needs of the Spanish-speaking population, but will later address the needs of other language users, such as Chinese, Japanese, and French. The committee will meet monthly at the library. An outline of the upcoming meeting will be posted on the library website. The committee member's contact information will also be provided on the site. Community members will be encouraged to contact committee members in order to express their perspective of the current month topics. The bilingual librarian's desk will also feature a posting outlining the current month's committee meeting topics. In addition, the librarian will offer prepaid note-cards that encourage patrons to voice their thoughts of the monthly topics. These note-cards can be either dropped in the mail or dropped at the patron suggestion dropbox.

The bilingual librarian, with the assistance of the library director, will oversee the ten-year time line. Each month, the bilingual librarian and library director will present the month's progress and the anticipated monthly goals for the current year. Whenever possible, all goals will be assessed in terms of quantitative and qualitative information. As witnessed in the timeline, goal achievement will be discussed monthly at committee meetings.

The bilingual librarian will outreach to the Cuban-American community monthly. He/she will actively engage community members and promote library services. In addition to promoting the library's services and collection, he/she will also promote access to the library Bilingual committee. We anticipate that these changes will be well received by the Cuban-Americans, and larger over-arching Latino, community. A Ten-year Timeline:

Year 1:
Hire a bilingual (Spanish speaking) Librarian...see Recruitment section for details
Develop quantitative statistics goals and qualitative survey goals
Add "Spanish Subject Heading to the bibliographic record" (Alire, 193)
Establish a Bilingual Community Committee

Year 2:
Purchase some “MARC records from the specialized Latino distributor” (Alire, 192)
Continue the two previous goals outline in Year 1.
Develop a community outreach and Information Literacy program for the Latino (and specifically Cubano) community.
Present quantitative and qualitative goals to committee


Year 3:
Continue the work of the first two years.
Work to secure grants for the next ten years.
Begin engagement of a community outreach and Information Literacy Program for the Latino (and specifically Cubano) community.
Focus on engagement of quantitative and qualitative goals

Year 4:
Implement full engagement of outreach and ILL program
Continue the work of the previous three years.

Year 5:
Implement full engagement of the multi-language webpage and online catalog
Develop an outline of the engagement process during the last five years
Present initial findings on quantitative and qualitative goals to committee

Year 6:
Gather first year quantitative and qualitative information
Problem solve initial issues
Secure a grant to continue the work beyond the first ten years

Year 7:
Gather second year quantitative and qualitative information
Solve ongoing issues

Year 8:
Gather third year quantitative and qualitative information
Solve ongoing issues

Year 9:
Gather fourth year quantitative and qualitative information
Solve ongoing issues.
Gather information on first three years and collate into a report.

Year 10:
Publish an anecdotal overview/report of the engagement of the quantitative and qualitative goals.
